Practice where a person or organization makes unsolicited calls or text messages to individuals or businesses, often for the purpose of promoting a product or service or for fraudulent activities. While there are regulations and laws in place to prevent and punish spam calling, the legality of such calls can vary depending on the specific circumstances and the location of the caller and the recipient. In the United States, for example, the Federal Trade Commission (FTC) enforces the Telemarketing Sales Rule (TSR), which prohibits telemarketing calls made to consumers who have registered their phone numbers on the National Do Not Call Registry, unless the caller has obtained prior written consent from the consumer.

These organizations establish guidelines and best practices for the use of telemarketing and robocalls, and can penalize members who violate these guidelines.
