Practice where a person or organization makes unsolicited calls or text messages to individuals or businesses, often for the purpose of promoting a product or service or for fraudulent activities. While there are regulations and laws in place to prevent and punish spam calling, the legality of such calls can vary depending on the specific circumstances and the location of the caller and the recipient. In the United States, for example, the Federal Trade Commission (FTC) enforces the Telemarketing Sales Rule (TSR), which prohibits telemarketing calls made to consumers who have registered their phone numbers on the National Do Not Call Registry, unless the caller has obtained prior written consent from the consumer.

Identify themselves and the purpose of the call, and to provide consumers with the opportunity to opt out of receiving future calls. Violations of the TSR can result in significant fines and penalties.
In addition to federal laws, some states have their own laws regarding spam calling. Other states have similar laws that regulate the use of robocalls and telemarketing.
Outside of the United States the legality of spam
Calling can also vary. Under the GDPR, individuals have the right to opt out of receiving marketing calls and messages, and organizations must obtain prior consent from individuals before contacting them for marketing purposes.
In many countries, including the United States, the use of spam calling is also regulated by industry self-regulatory organizations, such as the Telephone Consumer BZ Lists Protection Act (TCPA) and the Cellular Telecommunications Industry Association (CTIA). These organizations establish guidelines and best practices for the use of telemarketing and robocalls, and can penalize members who violate these guidelines.
